Technical Parameters and Scope of Work
EPC contracts rely on a clear scope, a clear schedule and clear responsibilities. The table shows how we usually divide the work, which is adjusted for each project and set out in the contract.
| Phase | Main activities | Deliverables |
|---|---|---|
| Engineering | User requirements review, concept, layout, detailed design | Drawings, bill of materials, design review record |
| Procurement | Factory production, bought-in items, expediting | Purchase and production schedule, inspection records |
| Logistics | Packing, shipping, customs documents | Packing lists, shipping documents |
| Construction | Installation, sealing, testing support | Installed rooms, punch list |
| Commissioning support | Function checks, documents, training | Handover package |
| Project management | Schedule, cost, risk, change control | Weekly or monthly reports |
Typical EPC features and what they mean:
- Fixed price: works when the scope is well defined, and changes are handled by written change orders.
- Fixed schedule: milestones are set, and delay responsibility is stated in the contract.
- Single responsibility: the EPC company is accountable for the whole package, including interfaces with its subcontractors.
- Performance criteria: where agreed, the contract can state measurable targets, such as room class or pressure, that are verified at handover.
- Exclusions: items such as process equipment, permits and utilities should be listed clearly.
Please also tell us which items you want inside the EPC package and which you plan to buy separately, such as process equipment, utilities and furniture. A clear boundary list at the start is the best protection against disputes later.
Our staff reply promptly and in plain language, and our designers can adapt standard layouts to your building and your process.
Cross-Border Delivery and Localized Construction Support
EPC across borders means managing design, factories, shipping, customs and site work together. We structure the delivery with clear milestones, clear documents and a named project manager, so the owner always knows where the project stands.
- Kick-off: scope, schedule, responsibilities and communication plan are agreed.
- Engineering: drawings are issued for review and frozen after approval.
- Procurement and production: factory production is tracked against the schedule with progress photos.
- Shipping and customs: containers are planned, and FOB, CFR or CIF terms apply, with documents prepared in advance.
- Construction: installation is carried out by our team or by guided local contractors, with weekly reports.
- Handover: punch list, documents and training.
Local conditions: a good EPC plan allows for local labor rules, customs, climate, working hours and approvals. We ask about these early and include them in the schedule, so the plan reflects reality. Your team remains responsible for permits, land, utilities and local approvals, and we support them with documents.
Regular video meetings, shared drawing logs and clear change procedures help keep a remote project under control.
We suggest a monthly review meeting by video, with the owner, our project manager and key subcontractors, to check progress, risks and changes. A shared drawing log and a simple dashboard of milestones keep a remote project transparent. Staged shipments can also be arranged when the building is handed over in phases.
Our staff reply promptly and in plain language, and our designers can adapt standard layouts to your building and your process.
Quality Control and Certification
In EPC, quality control must cover every stage and every supplier. We manufacture the main components, so we control quality at the source, and we apply inspection and test plans to bought-in items and to installation.
| Stage | Control | Value for the owner |
|---|---|---|
| Engineering | Design review, interface check, owner approval | Fewer errors |
| Procurement | Supplier selection, incoming inspection | Known quality |
| Production | Dimensions, bonding, edge sealing, function tests | Consistent parts |
| Shipping | Packing checks, counts, labels | Complete delivery |
| Construction | Installation checklists, joint and sealing checks | Tighter rooms |
| Handover | Test support, punch list, documents | Clear acceptance |
Documents available: drawings, material specifications, factory inspection records, filter data, wiring diagrams, installation checklists and, where available, test reports.
Owners and lenders often ask for independent inspection, factory acceptance tests and site acceptance tests. We accept these and plan for them in the schedule. We state what certificates exist and do not promise ones we cannot supply. Audits and sample approvals are welcome.
Owners and lenders often ask for quality plans, inspection and test plans and records. We prepare these for each project, record hold and witness points, and share progress photos from the factory. Our factory can host audits or live video tours.
Batch records are kept for each project, so later questions about a specific room can be traced to production. We recommend agreeing the list of witness points and acceptance tests before the contract is signed.
Our staff reply promptly and in plain language, and our designers can adapt standard layouts to your building and your process.
After-Sales Service and Response Capability
After an EPC handover, owners still need a responsive partner. We keep complete project records, from drawings to production batches, so we can answer questions and supply matching parts quickly.
- Fast communication: technical questions answered in English by email, phone or messaging.
- Remote diagnosis: photos, videos and test data help us suggest causes.
- Spare parts: panels, doors, gaskets, hinges, windows, filters and equipment parts.
- Warranty handling: claims are reviewed against the contract and handled promptly.
- Expansion: new rooms or lines can be designed and supplied as the owner grows.
Typical post-handover support:
| Request | What we do |
|---|---|
| Warranty claim | Review photos and records, repair or replace if covered |
| Spare parts order | Identify parts from records, ship matching items |
| Expansion | Prepare updated drawings and an itemized proposal |
| Re-qualification | Provide drawings and component information |
We suggest agreeing a spare parts list at handover and keeping a small stock on site.
After handover, the EPC relationship continues through the warranty period and beyond. We suggest agreeing at the start how warranty claims are reported, for example by email with photos, the room name and a short description, so that response is quick and clear.
Replacement parts are made to the original specification, so appearance and performance match the existing rooms. For urgent cases, we discuss the fastest shipping option and prepare documents in advance.
A small stock of spare parts at the site helps you act the same day. Our engineers can also join a video call with your maintenance team.
Our staff reply promptly and in plain language, and our designers can adapt standard layouts to your building and your process.
Commercial Terms, Warranty and Lifecycle Cost
EPC gives cost certainty, but certainty depends on a clear scope. The cheapest bid often leaves out items that the owner later pays for through change orders, so we encourage owners to compare scope line by line.
| Item | Our approach |
|---|---|
| Quotation | Itemized by phase and room, with a scope and exclusions list |
| Pricing | Fixed price for a defined scope, with unit prices for options |
| Trade terms | FOB, CFR or CIF for supply; installation terms in the contract |
| Payment | Commonly milestone-based: deposit, before shipment, and after acceptance; final terms in the contract |
| Change control | Written change orders with price and schedule effect |
| Warranty | Defined by component group in the contract |
Points that protect the owner:
- Clear exclusions list: process equipment, utilities, permits and validation if not included.
- Milestone payments: linked to real progress, such as drawing approval, shipment and acceptance.
- Schedule responsibility: delays are assigned in the contract, and extensions are agreed in writing.
- Lifecycle cost: design choices, such as airtightness and modular layout, lower operating cost.
Taxes, duties, insurance, financing cost and local permit fees depend on the country and should be included in your total budget.
When comparing EPC offers, check scope, exclusions, payment milestones, delay responsibility, warranty terms and how changes are priced. A low bid with weak scope often becomes the most expensive option after change orders.
We provide itemized quotations and can show alternatives, such as a phased delivery or a different panel specification, so that you can balance cost, schedule and performance.
We are glad to explain every line of the quotation.
Real Factory Strength Behind EPC Delivery
EPC depends on the capacity to deliver. Pharma United Co., Ltd., founded in 2006, runs two factories in Kunshan and Qianjiang covering 20,000 m², with more than 60 staff. We are a manufacturer and contractor, not a trading company.
| Indicator | Information |
|---|---|
| Experience | 20+ years in cleanroom engineering |
| HPL cleanroom panels | About 250,000 m² per year; China's largest HPL cleanroom panel manufacturer |
| Container shipments | More than 1,000 forty-foot high-cube containers per year |
| Location | Kunshan, about 30 km from Shanghai |
| Product range | Panels, doors and windows, equipment, modular PODs, HEPA products |
| Service | Design, manufacture and installation support |
Why this helps EPC owners: because we manufacture the main components, production schedules, quality and delivery are managed by the same team that signs the contract. Our shipping experience, with over 1,000 forty-foot containers a year, helps keep logistics reliable.
Owners can visit the factory, review production records, ask for references and see sample panels. A showroom video is available for remote review.
Our staff reply promptly and in plain language, and our designers can adapt standard layouts to your building and your process.
We are glad to explain every line of our quotation and to prepare alternative options if you need to adjust the budget.
We are glad to review your floor plan, and our engineers will give honest feedback on what we can and cannot do for your project.
Samples can be sent for your own tests, so you can judge the result before ordering.
EPC Cleanroom Project Delivery FAQ
Q1. What does EPC mean?
Engineering, procurement and construction, usually delivered by one company under one contract with a fixed price and schedule.
Q2. What is the difference between design-build and EPC?
The two overlap. EPC usually includes procurement and project management of all supplies, often for larger projects with performance criteria, while design-build focuses on design and construction.
Q3. Can you deliver a full pharmaceutical plant?
We are strongest in cleanroom packages and fit-outs. For a full plant with process equipment and utilities, we work with partner EPC firms and explain the split clearly.
Q4. How are payments handled?
Commonly in milestones, such as a deposit, a payment before shipment and a final payment after acceptance. Final terms are in the contract.
Q5. Who is responsible for permits?
The owner usually handles local permits and approvals, and we provide drawings and documents to support them.
Q6. Can independent inspectors witness tests?
Yes. Factory and site acceptance tests can be witnessed, and we plan for them in the schedule.
Q7. How do I start?
Send your requirements, floor plan, classes, budget range and destination country, and we will prepare a proposal.
Q8. Can the project be delivered in phases?
Yes. Phased delivery lets the first rooms start production earlier, while later rooms follow.
Q9. Do you offer references?
Yes. We can share project photos, videos and references from similar markets on request.
Our staff reply promptly and in plain language, and our designers can adapt standard layouts to your building and your process.
